
Housing Choice Voucher (HCV) Program
The Housing Choice Voucher (HCV) Program, formerly known as Section 8, is the federal government’s major program for assisting very low-income families, the elderly, and persons with disabilities in obtaining safe, decent, and affordable housing in the private market.
Through this program, eligible participants receive a rental subsidy that allows them to choose housing that meets program requirements, including single-family homes, townhouses, and apartments. The subsidy is paid directly to the landlord on behalf of the participating household, with the household responsible for paying the remaining portion of the rent based on their income.
Key features of the HCV Program include:
- Income-Based Assistance: Rent is generally capped at 30–40% of the household’s adjusted monthly income.
- Housing Flexibility: Participants may choose any rental housing that meets program standards, including units outside Housing Authority-owned properties.
- Portability: In many cases, vouchers can be transferred to another jurisdiction that operates an HCV program.
Participation in the program is based on income eligibility and availability of funding. The Housing Authority maintains a waiting list when demand exceeds available resources.
