Maintenance Work Orders

Please call or email your Property Manager with any maintenance requests. 


Housing Kitsap provides our residents with 24-hour Maintenance After Hours, On-Call Maintenance Service. Emergency Service is just that: a service we provide in the event of a true emergency. Emergencies are the highest priority source of work and will be completed or mitigated within twenty-four (24) hours. HK will consider a work item to be an emergency if the following occur; the deficiency that poses an immediate threat to life, health/or safety of a tenant or staff or that is related to fire safety and includes:


  1. Unhealthy or undrinkable water supply,
  2. Gas leak,
  3. Broken/blocked sanitary sewer line,
  4. Absence of a working heating system when outside temperature is below 50 degrees Fahrenheit (except for families who have a medical condition that require heating), (PIH Notice 2018-19). HUD MINIMUM HEATING STANDARDS - the PHA shall use the following minimum heating requirements for public housing dwelling units in order to comply with Section 111 of HOTMA.
  5. Minimum Temperature:
  6. If PHA-controlled, the minimum temperature in each unit must be at least 68 degrees Fahrenheit.
  7. If tenant-controlled, then the heating equipment must have the capability of heating to at least 68 degrees Fahrenheit. 
  8. Minimum Temperature Capability:
  9. PHAs are allowed flexibility in maintenance of the indoor temperature when the outdoor temperature approaches the designated day temperature. At no point should indoor temperatures in occupied space drop below 55 degrees Fahrenheit. This flexibility applies when at least one of the below criteria are met:
  10. The outside temperature reaches or drops below the design day temperature, or
  11. The outside temperature is within five degrees Fahrenheit of the design day temperature for more than two continuous days. 
  12. Measurement
  13. Temperature measurements must be taken three feet above the floor and two feet from an exterior wall in a habitable room.
  14.  Any condition that jeopardizes the security of the unit,
  15. Major plumbing leaks or flooding causing damage to property, waterlogged ceiling, or floor in imminent danger of falling,
  16. Hazardous electrical system such as burnt outlets, exposed wires, or smell of burnt wires, Inoperable smoke detector and carbon monoxide (CO) detector,
  17. Absence of a functioning toilet in the unit,
  18. Exposure to toxic materials.
  19. Non-operable Elevator 
  20. The deficiency will cause serious damage to the property structure or systems if not repaired or mitigated within twenty-four (24) hours.


This list is not all-inclusive; however, this is a list of examples of items you MUST respond to:

  1. Downed powerlines
  2. Inoperable Smoke Detector or Carbon Monoxide Detector
  3. Sparking outlets or electrical boxes
  4. Broken glass
  5. Roof leaks
  6. Any police activity
  7. Potential explosive devices


Work Orders requested outside of the above lists will be evaluated and Housing Kitsap will contact the resident with an estimate of when the repair will be addressed. 


Forms and documents

Reasonable Accommodations

A reasonable accommodation is an exception or change housing providers make to the rules, policies, services, or regulations that help a resident or applicant with a disability take advantage of a housing program and/or dwelling. 

Examples of reasonable accommodations include:
  • A change in the rules or policies or how a housing provider does things that would make it easier for you to live in the dwelling
  • Permitting a seeing-eye dog for a household in a community where pets are not allowed, or not charging a deposit for a service animal though the housing provider charges deposits for pets
  • Permitting an outside agency to assist a disabled resident to meet the terms of the lease
  • Permitting a live-in personal care attendant to live with a disabled resident who might need 24-hour assistance
  • A change in the way a housing provider communicates with or gives information such as increasing the font size of typed documents for a person with a visual impairment
